or the high and low limit screws. does the top jockey wheel line up with the highest cog on the cassette?
if those are all fine then you need to add more tension to the cable via the barrel adjuster to allow the derailleur to extend all the way to the largest cog on the cassette.

Looks like your indexing is off. But if you have to ask the question, take it to a shop or read the manual before you start messing with the barrel adjuster or limit screws
I would guess its a small adjustment to the low limit screw, anti-clockwise – watch to see if this moves the derailleur in (towards the spokes). If you turn it something like a full rotation and you dont see any movement, turn it back to where it was roughly. If it doesn’t move I would try turning the barrel adjuster counter clockwise, one notch at a time while watching for movement, to adjust the indexing for the largest cog. One click at a time because the sweet spot between good shifting in low gears and high gears can be pretty narrow. You can alternate back and forth between these steps – adding tension to the cable with a small adjustment to barrel, and checking whether you can move the limit to be more in line with the largest cog. You really only need like a couple mm to get the chain to run properly, and you don’t want to overdo these adjustments and risk having gearing that will drop your chain in behind the casette if you over shift. Last thing to check is Z screw, again make very small changes and test.
