Nice review. Being in the US we are not subject to over stringent policing in respect to our transportation. I feel 15.5mph would likely get you run over in many places around where I live if you tried to commute on it but for local work it's OK. Luggage carring capacity for the shopping is a concern though and I didn't hear anything about options for that. Still if it's budget you're after in an e-bike then this might be your thing.
