That’s the front derailleur stabilizer screw. It is supposed to butt up against that stick-on metal plate to stabilize the GRX front derailleur.
Looks like your bike might have had bigger chainrings in the past, and with smaller chainrings the front derailleur had to be moved lower so that stabilizer screw is no longer butted up against that stick-on metal plate.
