I have a CAAD4 and bought it a few years ago for like $500 (but it has ultegra/dura ace). I think it’s worth $250 if everything is working.

Yes. Bikes at Walmart and big box discount stores cost more than that

I would guess 150$ for this

You can find better bikes for 250. It looks worn down

Go ahead and buy it if you want it. If you pay 250, then it’s worth 250. In it’s day, they were ridden in the pro peleton. They are light and responsive and handle great. I love the handmade CAAD frames. Buy it, rebuild it, ride it, have fun, and don’t look back. For sure don’t concern yourself with what others think. Too much gatekeeping in our sport.

If everything functions well on inspection, this is a great buy, especially for a new rider.
Note that the steer tube is cut to the minimum (“slammed”), meaning you won’t be able to raise the bars to adjust the fit. Make sure this works for you. Otherwise you’d need to find a replacement fork.

Also, does anyone know what year it is? The seller wouldn’t answer. I think it is a 2001, which means it may have a 1 1/8th inch steerer but not sure.
The only thing I have found is this archive
