A rag. I like Muc Off bike wash for regular cleanings. Rinse the bike, get any major mud clumps off and then hit it with the bike wash. Rub and scrub. Then spray off the excess and give your bike a quick wipe down.
Wet rag, if that doesn’t work add some cleaning fluid like dish washing soap or just hand soap to the rag and try again.

Blunt knife or screwdriver as other suggested to get the thickest part out. Dishwasher and scrubber to thoroughly clean it. Then wash with water, and let it dry, preferably under the sun so it dries fast.

Mechanically you can just take a rag or even an old toothbrush, i have a hard plastic one (none of those fancy rubbery grips) that I sanded the handle into a chisel. I brush with a little solvent/degreaser (like gold ol wd40) and use the other end, the chiseled handle to scrape off the gunk. I have another toothbrush handle that I thinned and sculpted like a hook to clean between the cogs on a cassette.
Unsafe but efficient is a gasoline or paint thinner soaked rag. Do it outside and make sure to hang your rag to dry well. Don`t throw it in the thrash before a day or two and flush it with water before. When I used to have a tune-up sideline I used a gasoline bath to clean multiple parts at once with little to no scrubbing. Dangerous AF.

I would rinse then spray with a degreaser (wd40 or better) and leave it for 5 minutes, then wash with warm soapy water and a brush / cloth.

Removing gunk like this is one of the most satisfying and relaxing activities to partake in.
Warm soapy water, an old tooth brush. Makes a bit of a mess underneath so put down some old cardboard.
