It’s the bolt that serves as axis around which the switch will turn when you use it. I’d look at the original manufacturers technical fact sheet and you should get further info on the type of bolt, sizing etc…

It probably didn’t “break off” but rather came unscrewed.
You probably have something like a short M4 cap head machine screw and the difficult part is finding the corresponding collar nut.
Rummaging through a big bucket of spares in a bike shop would probably yield something useable, even if you had to grind it down a little.
