It’s installed wrong. Someone took apart the derailleur and put it back wrong, or the chain was installed wrong. Chain should below that bar (center of pic) on the derailleur
The chain needs to be on the other side of that tab. You don’t need to break the chain. You can just remove one of the derailleur pulleys, move things around, and put it back together
The chain needs to be routed around to avoid the metal tab in the derailleur cage.
Remove the chain & re-route.
