I’m just guessing here, but it looks like you’re missing quite a few spacers above the stem. The top cap should be *slightly* compressing the spacers, not steerer tube. Also make sure stem bolts are loose when tightening
Try adding spacers or loosening the stem pinch bolts before you tighten the bearing preload
