Good but it will need to regrease, clean, polish and buy some new things. Also I’m 90% sure that seat post is seized… I would go for it as I can fix everything by myself for cheap and take of the seatpost

Pic number two looks like there is some buckling in the toptube and downtube, about 1” behind the lug. That’s a pretty darn serious failure point now.
Honestly, I wouldn’t. It’s cheap, sure, but the new (unintended) rake of the fork/headtube angle will have it twitchy at best, and the tube damage will have you finding out how good your dental insurance is at worst.

That to me is a bike that should be donated to the local bicycle collective to give to someone needy after it’s seen some proper wrenching.

Definitely overpriced. That should rightfully be a Free bike. I would take it for Zero dollars but I would not even pay $50 for it in that rough of condition.
