My orbea ordu came with some rubber plugs to fill the unused shifter internal cable routing holes. The plugs are tapered to sit flush with the frame. However, the ends are thin and just flap around.
Am I supposed to glue them in place, or are they just like that by design?

Don’t glue! The plug is admittedly flimsy, but it’s there to plug your frame interior from mud, dirt, rain, etc. Introducing glue can backfire quickly and quadruple your cleanup and/or future internal cabling efforts. Best to tape it in place, some black gorilla tape goes a long way.
