Is the rotor the right size? Are the brakes on correctly? Are those the correct pads? Something is wrong. Like one of the components is wrong. Got pics of the setup?
You’re not running 160 mm rotors on a frame or fork meant for 180 mm rotors, are you? Or spacers for a 203 mm rotor with 180s installed?
That’s how the brake pads looked when you bought it? You need to buy new brake pads, it’s an easy DIY.
The bracket that changes the brake caliber from say a 160mm rotor to a 180 mm rotor (actual size may differ) is installed for the smaller of the two options. It needs to be reversed.
Definitely running a rotor that’s too small or a caliper adapter that’s too tall
