It’s ugly, but not terminal. I rode an old 531 frame with a similar dent for years. I only replaced the frame because it only had clearance for 25mm tyres.

You could probably roll that out with blocks and get a lot of it out. It would ruin the paint further in the area of the dent though.
As far as safety of riding it with the top tube dent goes…. personally I’d ride that.

Steel? No one cares from a stability pov.
Watch out with corrosion. Grind off that loose paint and give it a new paint
