I’d start with Blue Dawn and a soft scrub brush.

Why clean?
It’s a mountain bike. You’re stressing out WAY too much. Tires are gonna get scuffed and dirty, it’s just part of the game.
those white marks look like slight abrasion damage. likely wont come off, but they aren’t an issue.
