Ortlieb Duufle has a zipper at the top.
Smallest version has 40l, so not really close to 10l.

Interesting design but not sure many manufacturers would even attempt to make a bag with a zip in this placement. Seems like a big risk for water to find a way inside.

Isn’t that kind of against the purpose of a dry bag?
I’m just wondering if that exists since it won’t be completely waterproof. Might be wrong though.
yo I have some of the PodSacs pictured, couple different sizes. They’re sweet, do the job well
Look into Watershed brand. Their top zips you have to roll a few times and clip to maintain water proof, so not sure if that solves your problem

Maybe look into thwart bags? They can be a little on the heavier side since they are for whitewater rafting
