On my favorite daily cardio route, I have been riding it for about two years. In that time, at least on two different occasions, I rode past a dog-owner who took their dogs off-leash and this happened. Both times the dog-owner was focused on their smartphone.
There’s no excuse for this unsafe behavior. People like this have allowed their dogs to become weapons!
To be fair, that only happened twice in two years. All other dog-owners that I passed did have their dogs on-leash – or their dogs were well-behaved.
