  1. It’s probably slightly tilted and jammed, due to pulling on the lever. I’d try to use some pliers, grab it really close to the axle and pull from there.

    Edit: or push on the outer part of the allen key lever and try to wiggle it loose.

    You say it has a cut out for allen keys. Get a designated allen key and try it again. It has way more leverage than this little handle.

  3. It might be easier the right way up not upside down. That way you can be sure you’re turning in the right direction, and having the wheel on the ground might keep the wheel still and help you get a little more leverage. It’s possible that it’s been over tightened, so maybe remove the lever provided and use a longer allen key wrench. When reattaching, maybe add some grease to the thru axle so it doesn’t stick as easily next time, and also I’d recommend using a torque wrench to tighten just to get it right
