Dog tooth chain catcher. It’s there to keep the small chaining and off your frame. There are several different styles, but this specific one is called a dog tooth.

It’s called a chain-keeper, and it stops the chain falling off if the derailleur adjustment allows it to go too far…
Remove it, and see if the chain falls off.. (when changing to small chain-ring)
And if it does, try derailleur adjustment, but be prepared to re-fit it if you can’t get the FD to shift properly and not occasionally drop the chain….
