they should have a little thing that slides underneath, it works with the handles. make sure it isnt stiff or jammed

Assuming you have the correct size clips, wrap electrical tape around the rack at the mounting points until it’s snug. That’s what I’ve always done, at the bottom too, and it silences any rattles too.

Not that this helps with the specific problem, but I always use a backup strap (an old leather belt with extra holes punched in it to make it tight) through the handle and around the pannier rack just in case. That’s ever since I recovered a bag that had fallen off someone’s bike on a local bike path – fortunately I was able to reunite it with the owner!
