I have the above bicycle.
I cannot find the H and L screws?
Can someone help me out?

They are the 2mm grub screws located on the left side of the linkages. Please watch a video on how to adjust this style of toggle front derailleur
They are the limit screws for the derailleur, to help with fine tuning the shifting. One is high and one is low, and they determine the max distance that it will move when shifting.
Edit: when and in what configuration is it rubbing?
The one heads up is that these H and L screws work different than a typical front derailleur. Watching a video is a great idea, but if you prefer boring manuals here you go.
