It’s an old mtb from the 80s. The grifters are second hand but the brakes were new. The are both shimano. It does stop but I can’t skid. They seemed adjusted correctly and make good contact but it seems there isn’t enough pressure. Is this an adjustment issue or do the brakes not work with the lever?

Short pull brake levers with long pull brakes. You need something called ‘travel agents’ or something similar https://problemsolversbike.com/products/travel-agent
they are short pull levers on long pull brakes. you can either buy short pull v-brakes (i think it’s a bmx thing) or you can replace your noodles with a pulley wheel gizmo that alters the cable pull ratio. forgive me, i forget the brand name. i bet problem solvers makes one
Are there still no long travel brifters? Seriously, we’ve been doing this crap for years. Get your shit together Shimano.
Now this is xbiking
Use cantilever brakes
Just pedals slower, all good!
Pull ratio…
There are v brakes that work better with road shifters.
There might also be a “ problem solvers” product that addresses this
