I have a 2023 BMC TeamMachine THREE and the seat post is absolutely not moving when I tried to lower it just a bit. I need it one cm lower but after removing the inside bolt from underneath the top tube and applying all my force still can't lower it. any suggestions? If you look at the picture, the bolt is basically underneatht the top tube where it intersects the seat tube.

Ring around shops and see if they have a seatpost puller. It’s a rare thing, but since you can’t twist the post you’ll just have to find someone with the tool that can pull vertically.
Hit the tip of the saddle from the side with a mallot to wiggle it. This can loosen it. Also use wd40.
Have you tried WD-40 and gently tapping it with a wooden mallet?
It’s probably got dirt trapped in it. I would advise removing it first and cleaning it. Trying to force it further in will exacerbate the problem.
Personally I would avoid having a bike than uses a proprietary seatpost. They are much harder to remove if they get stuck.
