I currently ride a 2021 Polygon Premier 4 with a drop post and upgraded cassette to 11-40. It currently has a 2 x 8 drivetrain and crappy front shocks. I paid 240 for it off marketplace a couple of months ago. It’s a semi fun bike to ride, but I definitely need to upgrade it.
My question is, should I keep putting money into upgrading this bike or look for a better used bike with air shocks, 1×11, etc?
My budget is about $700.

Do not put another dime into that bike, it’s money that you’ll never recoup. Instead, sell it and put what you make on the sale with your $700 budget, and upgrade to a new hard tail with better components.
Salsa, norco, specialized, kona, polygon. Stretch that budget to $1300ish you’ll be solid
