Quad lock. Best in the game if you ask me. They have stem locks that will fit this – not the bolts per se but the top tube.

I’m not aware of a phone mount for bottle cage bosses but unless you have a very narrow phone, mounting it there is likely to catch your knees. Consider a Quad Lock stem cap mount if you have room. I’ve got one and it works well and leaves the bosses free for a narrow top tube bag.
