Fresh rubber, a scotchbrite scrub and some gear oil and that thing will be xbiking for another 60yrs on the same chain

I would have a hard time changing anything on that besides maintenance items. Take it down to the frame and degrease. Get some polishing compound and polishing sponges and that paint will look really nice after a couple of hours.

The Raleigh Superbe is a phenomenal find, especially in that condition. I’ve resto-modded a couple stepthroughs from the same gen for my wife to use as everyday bikes. (A truck backed into #1 when it was locked up, so now ~10 years on #2).
I built new wheels with Sun CR18s in 27×1.1/4, with a Shimano Nexus 3 speed. Cold set the fork and filed the dropouts to fit a 9×100 front wheel. Bits and pieces replaced over the years, but just great riding, super durable bikes. Never touched the BBs in either, through years of Toronto winters. Still spin great.
