Unable to put the chain over the smaller gear, even manually. Any ideas?
I haven’t used the bike for a while because it was missing 4 chainring bolts, then I attached 2 bolts from another bike, but now the chain somehow doesn’t fit into the smaller gear.

Are the bolts from the other bike the same length as the ones on the crank?
Also, you’re missing other crank bolts lol.
Missing spacers from the bolts.
Large ring on outside, small on inside. They are too close the way you have them now. There is not enough space. If that is how they were before then they may have had spacers between them.
The large chainring is incorrectly installed. It should be bolted to the outside of the crank spider, not the inside.
Plus the pin on the large chainring needs to be behind the crank arm to prevent a dropped chain from getting jammed between the large chainring and the crankarm.
You are missing chain ring bolts do not ride the bike like this – you will hurt yourself
Try pulling down on your rear derailleur to give yourself some more slack on the chain to get it over the chainrings.
But again DO NOT RIDE this bike in its current state. Get the right size and the right number of chain ring bolts and attach the chain rings according the manufacturer spec.
Looks like it should also have a middle ring. Big ring goes on outside nearest crank arm, then middle ring (where your big ring is now) possibly with spacers, then small ring with spacers. Does your front derailleur show three gear selections?
You definitely have the larger chainring on the inside of the crank spider, when it’s supposed to be on the outside.
Your chain won’t fit because the chainrings are too close together, so to fix that, take it all apart, put the bigger chainring outside the crank arm spider, then place the smaller chainring inside, then slide your barell nuts through. I like to slide them through from outside to inside, so I can see that $%^&*( flathead, where the bolts are usually allen so easier to handle/manage.
Make sure to apply a little bit of blue loctite (NOT RED!) to them when you’re done fitting and ready to ride.
It’s unclear you even have the right parts.
But
If it is a 2x drivetrain, the big chain ring is mounted wrong. It should be supported on the other side of the spider. That tab/nipple.thing on the big ring should be aligned with the crank arm to stop chain suck.
If it is a 3x you are missing a chainring altogether.
No offense take it to a bike shop, you have too many things going wrong there for us to step you through.
