    Looks like 3d printed packaging to hold a star nut so it doesn’t rattle around in transport and damage the finish.

    1. It looks unused.
    2. The “thing” looks like a plastic holder (i.e. packaging) keeping the star nut from getting lost. It doesn’t end up getting installed on the bike, and most people just trash it afterwards.

    That bit of plastic is just packaging, it acts like a false steerer tube just to hold it all together. You don’t use that bit when fitting it to your bike.

    Have a spin of the bearing and check the metal for any scratches, if they’re good it’s good to use.

    The star nut goes inside the steerer tube but if you’re just replacing the upper, you will (or should….) have a star nut already installed in the steerer. Keep this new one as a spare.
