Parts such as bike racks usually come in silver (unpainted) or black. Completely normal.
I had one of these on my Trek 620 when I ride across the United States in 1988. Getting the front panniers lower and near the hub, really helped to stabilize the front end. I could easily pass motorists down mountain passes with a fully loaded 70+ pound bike.

I put these on my Surly Traveler’s Check for a 250 mile ride in December. Worked great! 30mph downhills with great stability.

Had that rack on my Trek 720 that I rode all around England, Scotland, Northern Ireland, Ireland, and Wales in 1982. Used same rack on a trip from Cut Bank, Montana to Prince Rupert, British Columbia in 1983. Used it also on numerous weekend touring trips. Nice rack served me well.
I hope my kid finds my shit and goes on a bike tour one day. Make papa proud 🤙🏼
Legit. Had the same on my Fuji touring bike in a group ride from Missoula MT to Jasper Alberta in 1985. After the group trip, I rode solo south to Whidbey Island.
That’s me and my Fuji in front 🙂 As you can see, most of the others in the group also had low-mount front panniers. As others have said, the low weight really stabilizes the handling.
The group ride was arranged by Bikecentennial (anybody remember them?), now called Adventure Cycling Association.
