Stripped an 1995 Peugeot frame, and the fork has this hole. Seems like factory made but might be rust .

Yes, groove for spacer between race nut and lock nut
never seen this on any of the puegots (or other bikes) i’ve touched, but i can’t say for certain it isn’t. is there any part of the headset than engages with it like a notched washer would?
