That’s a very big bike, make sure it fits you!
For 200 worth it. But it might be a lot of parts that need replacement. The chain ring looks worn, but maybe with a clean it’s good as new. It’s a roll of the dice.
It is not a good commuter bike. It is a early 2000s high end race bike. It has rather big gearing which is not great for around town riding. No easy way to fit fenders. It is a huge frame around 60-61cm for someone well into 6’3+
