Have you tried cleaning it off with some rust cleaner? Carbon cannot actually rust so the frame itself should be fine as long as you give it a nice clean.

I’d say it needs repair. You probably can save the frame with enough work, won’t be as brand new, but personally I’d remove corrosion with some scrubbing and chemicals and applied repairing paint for cars over damaged place.
