it's a 3×8 mtb but the back derailleur is broken so it doesn't go below 5th gear and I'm not sure how to improve my bike. I could fix the gear but I don't know if it's necessary because I never go that low. It feels heavy and sluggish and I always ride on the road and pavement but I'm using mtb tires so that might be an issue. Do i need to clean it or lube it differently? If you want any info about it, pls contact me

Check YT on how to set up rear deraiuller, maybe the limit screws are off, if not the hanger could be bend, or as you said, deraiuller broken. Also mabe the cables are rusted way too much, so change those, again YT will help (Also check the front deraiuller).
Get chain measuring tool and chain lube, my fav tool is Parktool CC-3-2. IMO the most important tools along with allen keys. If you chain is dead, have local bike shop change the chain and maybe cassete. Just mak sure to clean it properly (the guys will like you and could be willing to help in the future and teach you this basic maintanence).
Remove the extra deraiuller hangers (the silver part above rear wheel on the tube (ref. 1st image)) and put them somewhere safe (optimally your new toolbox, for your basic tools and stuff).
You can get tires with finer tread, I have Kenda K-1153, and I love them.
Look on YT how to setup saddle and with that new position change the angle of brakes and shifters.
Now for cosmetic things, clean the bike, align the quick release levers with frame and fork, so it looks cooler.
Fixing your bike can be bit expensive until you get the basic stuff and learn everything needed, but the feeling of riding on perfectly dialed bike is the best thing. Especially if YOU are the one doing the maintanence.
