Bikes are measured by their seat tube length. This measurement is normally from the centre of the bottom bracket (BB) or the centre of the bolt that attachs the crank arms. This differs by brand, some measure to the top of where the top tube meets the seat tube, or even the centre of the top tube.

True, though top tube length is more important. These old bikes were super tall, but reach is more of the issue.

Assuming a 700c rear wheel or 27.5 inches. Behind which the brick wall helps us as there are roughly 11 courses of brick if we imagine an additional row of brick at the bottom. so 27.5 inches divided by the 11 row of bricks gives us 2.5 inches per brick (including mortar). There seem to be roughly 9.5 rows of brick from the center of the BB to the top of the seat tube so that’s 2.5 x 9.5 gives us 23.75 inches or 60.235cm C to T. And from age 17 to now 57 that’s the size I have always ridden.
