


One of the arms (the one attached to the cable at the top) does not move nearly as much as the other one, so even though I moved the pads to be evenly spaced, when I pull and release the brake one of them stays very close to the wheel instead of returning to where it was. I read that it's probably a spring tension problem but I don't see any way to adjust that. Is that just the way this bike is?

Loosen the bolt a little move to were you want it and then tihten it again.
I don’t think those brakes have an adjustment for spring tension but you could squeeze the springs by hand to try to adjust it.
Look between the caliper and the brake bridge of the frame. There’s a wrench flat there, attached to the return spring.
Use the park tool ob-W1 wrench or a thin /cone wrench (usually 14mm) to center the caliper arms from there.
