Integrated bearing race, or crown race… can it be uninstalled?

Hi all!
Just got this time carbon frame, 1” steerer. It’s never been used, but came with what I think is a preinstalled bearing race. It also has a small rubber ring around it. I wonder if it can be removed? I want to install it on a frame with sealed bearings. New to this stuff. Hope any of you can help!
