Make sure the gaps between each sprocket are the same. It’s possible to put some of the loose sprockets on the wrong way around.

What kind of shifting problems? Jumping between gears? Trouble getting into big or small cog? Slow shifting? Skipping under load? Bad shifting at one end only?
It could be simple indexing, worn chain, a thru axle that isn’t fully torqued, missing spacer, or something more obscure.

It can be chain, but it can also be an issue with whether the cassette is fully seated and properly spaced. Make sure you’re not missing a spacer somewhere or that one of the sprockets failed to mesh with the others
