Contact the manufacturer or look for pics of the helmet to see if it really needs to be there. If came like this and it’s supposed to not be removed then the manufacturer screwed up.

Often “do not remove” is instructions to people handling the merchandise in between the manufacturer and you (eg, tags on mattresses say this and that’s what it’s about).
I kinda suspect this case is that and it’s not a piece that is supposed to be attached when you’re wearing it, but it’s not clear from just the photo.
