Get a tool 3d printed. It will grab as many teeth as possible.

Penetrating fluid and channel lock pliers, or drill two small indents for a pin spanner. Or, since the cap is already gone, get the suntour tool and a mallet and persuade it to mold to the plastic enough to break free.
