Unless the I’m mistaken that bike is waaaaaay too small for you (13 inch is usually for someone 5’ tall). Also it definitely needs a new chain and a new cassette as both have been rusted over. Ironically the tubes may be fine if they hold air after pumping up. As far as value, probably $100, maybe $200 tops, but it’s not your size so it’s not worth much to you personally.
