So my cable hanger is really close to my stem, the cable will fit but it feels like not the best solution. The steering shaft isn’t long enough to space the stem up, the stem isn’t long enough to drill through. I could use a fork hanger, but plan on using that for a basket mount, do I just get a V brake?

How much do you care about that stem? You could drill a hole through the stem and route the housing through like some of the old threaded stem did.
It’s a short stem, wouldn’t compromise the strength too much.
I’d prefer the fork mounted hangar.
Edit: nm, I just saw your comment about stem being too short.

With the short stem, I’d use a fork mounted brake stop. But easier would be v brakes.

Will a regular V-brake noodle work?

It’s going to be tough with those bars. (I’m assuming those are 31.8?) Or you could change handlebars and get one of the stems with a pass-through. I’d personally just go v-brakes.

You need a hanger with a noodle. Or just the noodle
