If I remember correctly, the very minimum length steering tube needed for a threaded headset is 31.5 mm plus the length of the head tube. And that’s for a short stack Tange headset.
It looks like it may be possible to shave a millimeter or two off the top of the head tube with a facing tool, if you come up just a little bit short.

I’m no expert, but it’s probably easier to tell once you install your headset and see where everything sits under proper tension.
I would try it.
