I’d start with trying to loosen the bolt out of the peg. Holding the peg stationary, loosen bolt. Might need a tool to hold it. Might be accidentally threaded into it / wear and tear. I see a hammer in the background, so guessing you already tried that.
ACTUALLY, I bet that washer is deformed and stuck on the threads of the bolt, focus on that. Don’t use washers between peg and frame next time

Could be rusted in. Wd40 the hell out of it and Let it sit.
Then bang it through the peg with the hammer.

Set the peg on the ground (bolt side up), &
Tap the bolt with the hammer
Or Thread the bolt 3/4” into wheel & tap peg with the hammer?
Or Slam the peg on the ground, bolt side down

Everyone else has good suggestions so definitely give everything a try but if it still wont come loose use some fire. Preferably a small propane blow torch but if you don’t have one just go grab some torch lighter and it should work fine. Now that doesn’t mean melt it off or make it red hot just heat it enough to break it loose. I prefer this method because it almost always works and plus fire.

Put a long bolt or socket extension through the axel hole of the peg and pound out the bolt.

Put the peg in a vice and unscrew the bolt, mine do this sometimes, and they literally create threads in the peg

I’ve put on a vice or something and try to unscrew it out with like a impact gun or something

How much is a new one, is it worth the trouble?
If you do pound it out, use a soft hammer or a wood block or put a nut on the end first so you don’t ruin the threads
