  1. I'm sorry but it's more than 20% of the population. All the royal family since the beginning is light eyes and light hair and beard.. could be some dark hair thought out the times but it's not correct to say that he is almost unique with that features. The north of Portugal is like that in majority or descendance. Center and Alentejo regions has a lot aswell. I'm from the north and I've seen it with my own eyes in the south when I was working and living there. Fact is the Portuguese royal family is from inner and Nordic europe royal families since the beginning. The lineage stopped with D.Sebastiao when he "died"/disappeared conveniently in war. Notice the portrait of him, very pale skin , bright blue eyes and blond/ginger hair. So that means the lineage was strong.
    Nowadays the living descendants, mostly with Duque of Bragança you can see some features, like tallness, light skin and nordic features.

    The overall Portuguese people through out the time of the empire had changes of course because of the crossings and mingles, but the royal family had other standards of marriage and crossings, due to political and regency matters (like all Europe royalties per se)..

    If you talk about of marriage affairs, yes there were a lot of non assumed sidekick offsprings and that is the only way of crossing genes with the rest of the population, but none of them would go to the throne, or cross with other European royal houses.
