  1. What gear is the bike on in the back? It could be a poorly adjusted derailleur but it can also be user error.

You are not supposed to use the small chainring with the smaller cogs in the back, because it causes precisely this problem. And conversely, you’re also not supposed to use the large chainring with the larger cogs in the back (because it can cause the chain to rub on the other side of the derailleur cage).

  2. sometimes this could be adjusted not to rub on small-small, depends on the shifter mechanism i think

If its rubbing to tha bottom of that front derailleur cage, the front derailleur is installed too high, if to the side, either you are cross chaining or your indexing and/or limit screw adjustments are off

Also if the bike has road shifters/brake levers combo, some of them have intermediatw steps too to solve this rub when you are in a gear that has a perfect ratio for the situation and a good chain angle but chain is slightly rubbing (like 1st at the front with 7th gear at the rear or 2nd at the front and 5th gear at the back on a 2×11 system) , you dont push the lever fully but push it enough to hear/feel a quieter/subtler click, it doesnt shift the front gear but moves the fd cage a bit so the rubbing stops
