It SHOULD have come with one. The fact that it is missing that piece is weird. But it is not 100% necessary. I’ve installed a few without them, either due to forgetfulness, or other issue. Though I would make sure the bearings feel good. I would guess it was a return item and the previous person forgot to put the tube back in.
It should come with the tube. The primary purpose of the tube is to protect any in-frame cabling from being rubbed by the BB spindle. So if you don’t have any cables running thru the BB area, you should be Ok without it.
Or if you’re replacing an old DUB bottom bracket, you can reuse your existing tube.
