Curious to know what the frame make is? Looks like something made in the 40’s. The fork is not original and yes the bike is too small. You need a 60cm or bigger.

Im 6‘3 and ride a 61 c-c, also with a 130cm stem. So i think you can look for a frame maybe 60+

Not gonna lie, I seen some bike artwork once (I gotta find it) and it said “wrong size is the right size” and I think about that artwork when I come across pics of riders w/ wrong sized bikes. RIDE THAT SHIT (😂). Surely though, this is fuckin cray hahahaha.
