Bike looks like it was barely ridden – still has nubs on what appears to be original tires. I go to change the tube and find this rubber like stuff inside, appears to have been lining the rim. What's it called? I obviously need to replace this before putting a new tube in

It’s rim tape, prevents the nips from poking your inner tube!
I’ve used duct tape before.
Bought some rim strips for cheap so I have no excuse not to run them now.
