I'm new to performance bikes and recently acquired a kitted out cycle cross rig that is well beyond my knowledge. I replaced the rear tube and am having a hell of a time figuring out why my brakes (Avid Shorty Ultimate cantilevers) are way tighter than before.
I'm 99% sure my wheel is flush and positioned properly. I didn't make any other adjustments.
Anybody have troubleshooting ideas?

Check your rear brake cable housing. Sometimes the cable housing gets caught on a cable stop when the cable slackens.
Wdym by “tighter”?
The key to getting good performance out of cantilever brakes is straddle wire height. The Sheldon Brown website has a good article about how to adjust cantilever brakes that will explain it better than I feel like.
On a side note, your straddle cable is fraying, I’d replace that!
