this is the seatpost bung (odd name 🤷). it fits in under/into your seat post to help prevent dropping the seat post during folding and causing damage
Damn I just realized mine fell out at some point, just have bare metal hitting the ground. Will have to find a replacement.
I feel like this subreddit needs a to pin a dedicated post to the top for this part and the little plastic frame paint guard piece that comes with new bikes
