If you get crud stuck to tyre it will wear a groove in your chain-stay quite quickly.
You don’t need to pick up dirt. A loose spoke or broken spoke will quickly cause issues too.

It’s fine, if you ride perfectly clean streets. There was a guy on r/xbiking who made custom frames from old Ukrainian bikes, he does this clearance too. If you don’t get in muddy situations and know how to true a wheel and have strong rim and spokes, sure, why not.
