I would like to buy this bike (CF 7 Di2):
The website says it’s currently on a $400 discount, is that accurate or is it always on this discount? I’ve been watching the prices, a few months back the CF 7 with mechanical Ultegra was $2,100 or less. I’m fine waiting a few months, should I wait or is this the perfect time to buy it for $2,399?

Bikes are not always on discount, but prices do change.
The perfect time is when you need or want the bike.
This is Outlet so older models or bikes that have been returned. Anything could show up there any time.
Bike will be discontinued in this configuration (next iteration is available with semi integrates cables) after it’s sold out. Get if you want it or it will be too late
